The criticism of the Bar is by no means obetruotive

as they have a constructive proposal to make for relieving the

present congestion in Original Jurisdictions. It is that a

Short Cause list should be established for oases in the Original

Jurisdiction which are estimated to take not longer than three

days. At the same time the Bar considers that ample notice

should be given before the hearing of the first case in this

list, in order to give time to clients to make their arrangements.

If the compilation of the list were taken in hand promptly it

could come into operation immediately after the Long Vacation.

Either party might apply to the Judge to pisos any action in

the Short Cause list, and it would be for the Judge to say

whether the action was suitable for that list or not. It would

at lozet be well to give this proposal a fair trial before

taking the mors radioal action of increasing the jurisdiction

of the Summary Court. This proposal has one great advantage

in that nc legislation would be necessary, except perhara a rule

of Court. The Short Cause list would be taken ordinarily by the

Judge who was for the time being doing the work of the Summary

Court.

Which wo be that Case Lul. Louy

(sd) J. H. Kemp,

Attorney-General.
